The subject development site is situated to the north of California Road and around 200 metres east of Kingstown Road in the north of Carlisle, Cumbria, in the North West of England.

Carlisle is the regional capital and lies close to the Scottish Border and adjacent to Junctions 42, 43 and 44 of the M6 motorway.  It is also on the main west coast Virgin Glasgow to London Euston rail line and has good access east to Newcastle, including Newcastle Airport, along the A69 trunk road.  The City has a population of 75,306 with wider area population of 107,524 (2011 Census) and is a main administrative and retail centre for Cumbria.

The land is situated in a mixed used area known as Greymoorhill in Kingstown, around 2 miles north of Carlisle City Centre accessed via Kingstown Road or Junction 44 of the M6 which is less than 50 metres to the north west.

Kingstown Industrial Estate is Carlisle’s largest industrial estate, extending to over 178 acres and benefiting from being adjacent to Junction 44 of the M6. The estate currently provides employment for over 2,000 people (Source – Carlisle City Council) and is well serviced by public transport links which were further improved around 7 years ago with the development of the Carlisle Northern Development Route (A689) which travels from Junction 44 of the M6 immediately north of Kingstown Industrial Estate and connecting with the A595 to West Cumbria.

Kingstown Industrial Estate provides a wide range of businesses including industrial, trade counter, car showrooms, out of town retail as well as ancillary services including a Premier Inn Hotel, Asda Supermarket and smaller food offerings. Kingmoor Park and Parkhouse Industrial Estate which is effectively a commercial extension to the north provides a mixture of industrial, office and car showroom occupiers.


The subject site comprises approximately 6.57 hectares (16.23 acres) of agricultural land formed in two field enclosures being relatively level and regular in shape bounded by mature hedging and the James Rennie School in the south west corner and extending from a playing field which adjoins California Road, northwards towards the M6 motorway

The western boundaries adjoin a development scheme which is under construction by Story Homes Limited, comprising around 7.64 hectares (18.87 acres) and will provide 172 dwellings. Beyond is Kingstown Road and Kingstown Industrial Estate. To the east is agricultural land and a golf driving range and to the north, a field separates the site from the M6.

The land is allocated for residential development in the Carlisle District Local Plan 2015-2030 and is referenced to yield approximately 200 dwellings.

Access will be taken from Kingstown Road and through the Story Homes Limited development via two road and pedestrian routes which are being constructed to adoptable standards up to the western boundaries of the subject site. Story Homes Limited have granted full and unfettered access rights over the constructed roads until such time as the roads are adopted – further information is available on application.
